As I stated before, when I found out about the disparity in water rates between special districts in Dec 2006, I sent an email to Mr. Bruce Davis requesting details to prove that CSA70W-1 water charges were justifiable then. In response, I received a "put up and shut up" non response back from Mr. Davis. I then replied back to Mr. Davis with a stronger request to justify CSA70W-1 water charges. The entire email thread, beginning with the stronger request, is shown immediately below:

Much to my utter shock, I did, at the outset, receive a reply in response to my 2nd inquiry to Mr. Davis. That reply did appear to give a little information but also brought up many questions that I then emailed to Mr. Benitez. Those questions, along with the original reply, are shown immediately below:
